Winder woman pulls knife on husband after shes asked to stop singing karaoke

Barrow County (September 21, 2022) – A Winder woman was arrested after pulling two knives on her husband after he asked her to stop singing karaoke.

Barrow County 911 received a call from Seng D. Phengphasend who wanted to report that she was in an altercation with her husband. During the call, Phengphasend hung up the phone.

Officers were dispatched out to her house where they found her fleeing the residence. A back up officer was able to locate and stop the vehicle.

At the residence, officers met with two males who said that Phengphasend was singing karaoke loudly in the living room and she was asked to stop so that she did not wake her children. Phengphasend asked that her husband create her a room in their house for her to sing her songs. When her husband did not agree, she became angry.

Phengphasend backed her husband into a corner and pulled two large knives on him. She placed one on his neck and the other on his right side and threatened to kill him. The altercation woke the couples’ minor children who witnessed the entire incident.

One of the minor children grabbed her and wrestled the knives away from her. The children stated that Phengphasend had done things like this in the past and, at one time, tried to burn the house down.

When officers made contact with Phengphasend, she stated that she wanted to sing her songs after work because they relaxed her. When her husband asked her to stop, she became upset, and they began to argue. Phengphasend admitted to using the knives against her husband.

Due to her admission and the injuries sustained to the victim, Phengphasend was arrested and charged with one count of Aggravated Assault, one count of Battery (FVA) and two counts of Cruelty to Children for allowing the children to witness the altercation. The victim did not receive life-threatening injuries during the altercation.

She was handcuffed and transported to jail.

On September 21, 2022 at approximately 2026 hours I was dispatched to the residence located at [40 BLOCK] Pressley Road in reference to a physical domestic. I responded “code 3.”

As I arrived I observed a white vehicle leaving the address. I radioed Deputy Kinney who was coming to assist to advised him that this vehicle was involved and needed to be stopped. I continued to the residence and made contact with two males and two juveniles.

The older male identified as [VICTIM #1] stated that his wife had been singing karaoke in the living room area of the house and he asked her to stop so that the children could get some sleep. He stated that his wife, Seng Phengphasend got upset and began talking to him about making an extra room on the house for her to sing her songs. He stated that he told her that he did not have this kind of money and Seng became very upset.

He stated that she called 911 and he was telling her that it wasn’t necessary because it was just an argument. He stated that once she hung up the phone she grabbed him by the shirt and bullied him into the corner of the house. At this time she grabbed two large knifes and told him that she was going to kill him. She placed one knife on his neck and back and one knife on his right side.

At this time [VICTIM #1]s oldest son [WITNESS #1] spoke up and stated that when he saw his mother attempting to harm his father he grabbed her and wrestled the two knifes away. He stated that his mother does these kinds of things a lot mention that at one time she attempted to burn the residence down.

At this time I contacted Deputy Kenny and advised him of what I learned. I then collected the two males drivers license and made my way to Deputy Kenny. I walked up to Seng and asked her what had happened she advised me that she wanted to sing her songs after she worked because it relaxed her and that when he told her to stop she became upset and the two began to argue. When asked about the knifes she stated she did use the knifes against [VICTIM #1]. I stopped her at this point and read Miranda warning. She stated that she didn’t understand, I explained it to her a second time and she still stated she didn’t understand. I advised her that I was going to take it as a refusal. I then told her she was under arrest for aggravated assault and battery FV. She was secured in handcuffs and placed into Deputy Kenny’s patrol car.

I returned to the residence and recorded the injuries [VICTIM #1] received on my body cam. He had received a small laceration on his back and a small puncture wound on his shoulder. I then asked if the other two children observed this incident. [VICTIM #1] advised me that both the juveniles had witnessed everything. I was then allowed to observe the inside of the residence and the two large knifes that Seng used.

I secured the following warrants against Seng Phengphasend before the end of my tour of duty. Seng Phengphasend did commit the offense of Aggravated Assault FV when she knowingly and willfully used two large knifes against her husband, [VICTIM #1] with the intent to cause serious bodily injuries or death. Seng made the statement of “I will kill you” during her assault.

Seng Phengphasend did commit the offense of Battery FV when she knowingly and willfully used two large knifes against her husband, [VICTIM #1] with the intent to cause serious bodily injuries or death. Seng made two visible injuries during her attack. One small laceration was located on [VICTIM #1]’s back and one small puncture on [VICTIM #1]’s shoulder.

Seng Phengphasend did commit the offense of Cruelty to Children 3rd degree FV when she knowingly and willfully used two large knifes against her husband, [VICTIM #1] with the intent to cause serious bodily injuries or death. Seng allowed [WITNESS #2] her 14 year old son to witness her attack on his father.

Seng Phengphasend did commit the offense of Cruelty to Children 3rd degree FV when she knowingly and willfully used two large knifes against her husband, [VICTIM #1] with the intent to cause serious bodily injuries or death. Seng allowed [WITNESS #3] her 9 year old daughter to witness her attack on her father.
