[NARRATIVE #1 on June 13, 2023]
On 06/13/23 at 1821 hours I was dispatched to [100 BLOCK] Edelle Osgood Ave Apartment [REDACTED] in reference to a suspicious person call. It was advised by central dispatch the complainant’s neighbor was exposing his pen*s in the yard.
Upon arrival Officer Roberts and I met with Ms [VICTIM #1] who advised she walked out the back door of her residence when she observed her neighbor, Jamal Chipp, sitting on the porch. Ms [VICTIM #1] stated she observed Mr Chipp’s pen*s hanging out of his pants while he was sitting down.
Ms [VICTIM #1] confronted Mr Chipp and asked why he had his pen*s out. Ms [VICTIM #1] said Mr Chipp stated “you dont like it?” Before standing up and pulling his pants down completely exposing his pen*s. Ms [VICTIM #1] advised me her grand-daughter, [VICTIM #2] (age 11), and daughter Ms [VICTIM #3] saw it as well.
[VICTIM #2] stated she was dropped of at the back of Ms [VICTIM #1]’s residence. [VICTIM #2] observed Mr Chipp not wearing a shirt at the back of his residence. [VICTIM #2] said Mr Chipp pulled his shorts up exposing his pen*s. [VICTIM #2] stated Ms [VICTIM #1] came out of her residence,
