DOUGHERTY COUNTY, Ga. – Following an investigation into an incident that allegedly occurred in June 2023, Albany Police officers arrested a 65-year-old man, Theodore Norman Gray, on October 23, 2023, and charged him with rape and incest. His 16-year-old daughter reported to a DFCS social worker that Gray sexually abused her by “hopping on top of her while she barely had any clothes on.”
A police officer met with the social worker, who explained that the juvenile told her that in addition to the aforementioned assault that took place while they lived in an Albany hotel, her father also verbally and emotionally abused her. The victim relocated and remains in the care of children’s services.
The officer and social worker interviewed Gray, who said his daughter’s cousin found her in her bedroom, “bleeding from her arms in an unconscious state.” Her cousin corroborated the account and explained that upon finding her, he called Gray, who arrived and transported her
