On August 6, 2023 at approximately 0255hrs, I, Pfc. D. Jones, was patrolling the downtown district near the 200 block of North Hamilton St.
As I was driving north on Hamilton Street I saw a large crowd of people on the sidewalks and in the street around the Taboo Lounge located at 238 N Hamilton St. The crowd appeared to have just exited the bar but was loitering in the streets and on the sidewalks. I heard two males (unrelated to this incident) being loud with one another. I turned around and parked directly across the street with my patrol vehicle marker lights on to hopefully quell any disturbance from occurring.
While sitting and monitoring the crowd, I heard several loud noises as someone revved their vehicle up. I could see the vehicle in question which
