On Sunday, 10/15/2023, at approximately 01:08 hours I (Ofc Kell) was patrolling the area of N Hamilton St and King St, driving south. As I was stopped at the light at the above intersection, waiting to turn left onto King St, I observed a male to my left, stumbling as he walked north through the crosswalk.
