On 06/26/2023, at approximately 5:43p.m., Sgt. Kelsey Coursey and I responded to a call at [700 BLOCK] Winona St. in reference to a fight. Upon our arrival, I made contact with an unknown black male who was later Identified as Milton Smith Jr., while Sgt. Coursey made contact with an unidentified black female who was later identified as [VICTIM #1].
Once I approached Mr. Smith, I noticed that he was bleeding and had a severe laceration to his forehand. I asked Mr. Smith what had happened. He stated that his sister told him to tell Ms. [VICTIM #1], who also resides at [700 BLOCK] Winona St, that Mr. [VICTIM #2] would have to pay $100.00 if
