Officer’s Narrative:

On March 22, 2024, at 0234 hours, Deputy Amanda Donald and Deputy Eddie Perez were on scene at the Studio 6 Motel at 3421 Wrightsboro Road in reference to an unrelated incident when they were approached by a subject identified as [WITNESS #1]. [WITNESS #1] advised that he was staying at the motel and there was a black male subject in the breezeway that was mast*rbating in public.

[WITNESS #1] advised Deputies that he observed the subject (Later identified as William Law) outside of the motel room and near the breezeway when he noticed he was mast*rbating. [WITNESS #1] advised that he recorded the subject using his cell phone as other persons, including a child, were walking by. [WITNESS #1] then showed Deputies the video footage.

Deputies observed in the footage that the subject (William Law) was laying on the ground with his genitals exposed and he was mast*rbating. Several persons walked by William Law including a female (Later identified as [WITNESS #2]) who was carrying her child (Later identified as [REDACTED BY AGENCY]). In the video it can be observed that [WITNESS #2] saw what William Law was doing and hurried to try to cover the eyes of [REDACTED BY AGENCY]. At this time, William Law then asked the individuals walking, including [WITNESS #2] and her child, if someone wanted a boyfriend.

Deputy Perez then located William Law sitting on the concrete near a soda machine at the business. Dep. Perez advised that the subject had his pants down with his boxers exposed and his genitals were still exposed. Dep. Perez also advised that when he made contact with the William Law, he observed a meth pipe between the his legs in plain view. Dep. Perez then detained the William Law before conducting a search of his person. While searching William Law, Dep. Perez found a blue pouch containing a clear baggy containing a clear crystal-like substance. Dep. Donald had previous interactions with William Law and knew that he had been previously arrested for mast*rbating in public before.

Dep. Perez and Dep. Donald then requested my assistance with identifying the narcotics that were located. I arrived on the scene and I tested the crystal substance using a Field Reagent Test kit which yielded positive results for Methamphetamine. I weighed the Methamphetamine and observed it weighed 1.7 grams.

Dep. Donald conducted a follow-up with the female who observed along with the baby and obtained their information. The mother of the child was identified as [WITNESS #2], and her daughter’s name was [REDACTED BY AGENCY] (2 years old). [WITNESS #2] stated that Law asked her, “You need a boyfriend?” as he continued to mast*rbate.

Sergeant Stephen Brown arrived on the scene and attempted to speak with Law after reading him his Miranda Rights but was unable to do so due to Law appearing to be intoxicated on Methamphetamine. Sgt. Brown contacted Sgt. Randall Amos with the Criminal Investigations Division and advised him of the details of this case. Sgt. Amos would retrieve William Law’s Criminal History from the Records Bureau and observed that he had prior charges as well as one conviction for Public Indecency. The Criminal history was added to the Felony packet. Sgt. Amos gave approval to obtain a warrant for Child Molestation.

Deputy Perez then transported Law to the Charles B. Webster Detention Center to be booked for the listed charges.

I placed the Video of the incident on a DVD-R that was taken on Property Receipt #534189 and it was turned into 400 Walton Way into the Evidence Locker.

I placed the Methamphetamine on Property Receipt #534188, and I turned it into the Drug Locker at the Daniel Village substation.
