On 07/16/2023 at approximately 0310 hours, I, Corporal Pulliam, was on routine patrol in the area of Highway 78 and Highway 316. I got behind a black Honda Accord bearing Georgia tag [REDACTED] on the exit ramp from Highway 78 to get onto Highway 316 Eastbound.

While on the ramp, the vehicle was swerving from left to right inside its lane. Once on Highway 316 Eastbound, the vehicle continued to swerve from left to right inside the lane. The Honda passed one vehicle and did not use a turn signal to indicate a lane change.

Once we approached the red light for the Oconee Connector, we were stopped by the red light. The vehicle stop approximately 15-25 yards before the stop bar and “slow rolled” to the stop bar. Once the light turned green, the vehicle left its lane to the left coming through the intersection.

I activated my emergency lights and siren to initiate a traffic stop on said vehicle. Final stop was before the GA 10 Outer Loop Ramp. I made a driver side approach to the vehicle and made contact with a male driver. I immediately smelled the odor of an alcoholic beverage coming from the vehicle. I also saw the male had red and glossy eyes.

I identified myself and my reasoning for the stop. I asked the driver for his identification. The male identified as Miroslav Topic. I asked the male how much alcohol he had this date. He advised me only one beer. I had the male step out of the vehicle and back to my patrol vehicle.
