On November 11th, 2022, at approximately 23:24 hours, I responded to a call in the area of Fairview Road Covington, GA, 30016, in reference to a traffic offense.

While en route to the traffic offense, I was advised by dispatch that they had the complainant by phone. Dispatch advised me that the complainant was following the offender on Fairview traveling east. Dispatch advised me that the complainant stated that the offender was swerving in and out of the lanes on Fairview Road.

As I continued to Fairview Road, dispatch advised me that the offender made a U-turn on Fairview Road and traveled west into oncoming traffic on Fairview Road. As I was advised that the offender was traveling in the wrong lane on Fairview Road, Dispatch then advised me that the offender collided with another vehicle on Fairview Road and did not stop.

I was advised by dispatch that after the offender collided with the vehicle on Fairview Road, he made another U-turn on Fair View Road and traveled east on Fairview Road. Dispatch advised me that the complainant was still following the offender, and the offender turned into Fairview Chase at a high rate of speed. Dispatch then advised me that the offender collided with a parked vehicle in the driveway and also collided with a house in the area of Fairview Chase.

Through further investigation, the offender was located. As I spoke with the offender, I could smell a strong odor of alcohol, and the offender was slurring his speech. I read the implied consent; the offender agreed to give blood at the Newton County Jail. I arrested the offender and transported him to the Newton County Jail. Once at the Newton County Jail, the offender refused to give blood, and the jail refused to take him due to the offender having a cut above his left eye from the accident.

I was advised by the jail that the offender had to go to the Piedmont Newton Hospital to get stitches. I transported the offender to the Piedmont Newton Hospital and advised the offender that I would leave him there and obtain warrants for his arrest.
