On April 22, 2024, at 1732 hours, I (Deputy Clark) responded to [100 BLOCK] Wisham Road in reference to an indecent exposure. The caller, [WITNESS #1], advised that a white male subject, with a bald head, wearing a tank top and shorts, was exposing himself. An additional caller, [WITNESS #2], also called giving a similar description. Another deputy located the subject on the 300 block of Wisham Road prior to my arrival.
On arrival, I made contact with the suspect, Wayne Taylor, who I was familiar with due to an interaction I had with him the previous month for being intoxicated and exposing himself. He was arrested for Public Intoxication for that incident. Wayne advised that he was having a hard time keeping his pants up and it was possible he exposed himself by accident. Wayne also admitted that he was drinking alcohol in his metal thermos he was carrying. He advised deputies that he was unaware that it was alcohol and thought he bought an energy drink because the cans look similar.
I spoke with the callers and both had left the scene but agreed to give a written statement. Wayne was taken into custody and transported to McDuffie County Jail.
I then met with the victims to get their statements. [WITNESS #1] advised that she was leaving from [100 BLOCK] Wisham Road and observed Wayne with the front of his pants down “jacking himself off.” [WITNESS #2] stated that she was going outside to leave with her children (the listed juveniles) and she observed Wayne “messing with himself” and that “his private parts were visible.” [WITNESS #2] also stated the two juveniles with her witnessed the incident and began crying. [WITNESS #2] stated that as they were driving off, Wayne was still performing lewd acts by the road.
I secured warrants against Wayne for two counts of (OCGA 16-6-8) Public Indecency and two counts of (OCGA 16-6-4) Child Molestation. Sgt. Adaway was notified of the incident.
