On Tuesday, 06/13/2023 at approximately 12:03 hours, I was heading West in the left lane of travel on Ga 38 approaching Patriots Trail. I ran a Ga tag ([REDACTED]) on a white Cadillac Escalade in the right lane of travel heading West on Ga 38. As I passed the vehicle, GCIC/NCIC alerted on my mobile data terminal that the vehicle’s registration was canceled.

I slowed down and moved into the center lane of travel, allowing vehicle’s to pass me in order to get behind the vehicle I ran through GCIC/NCIC. As the vehicle passed me traveling in the right lane of travel, I positioned my patrol car behind the vehicle. As we approached General Stewart Way, I activated my emergency equipment and conducted a traffic stop on the vehicle in the One Stop Package parking lot. As the vehicle came to a stop, the vehicle’s tail lights were very dim, as if they had been spray painted.

I made a driver side approach on the vehicle. As I approached the vehicle, I viewed the driver light up a cigarette. I made contact with the driver (later identified as Mr. Duane Quandt) and advised him the reason for the stop. As
