On Saturday August 12, 2023, at approximately 2:18 pm, I, PFC Z Colvin, was in the area of Shorter Ave and Tamassee Ln when I observed male, who was later identified as Hasan Florin, standing on the side of the roadway with a sign. He was requesting assistance for food, as, ect. This was the third time I have seen Hasan panhandling at various places in Rome. All three times he has his wife and 2 small children with him. Due to a language barrier (Italian) I had trouble communicating with him, but I issued him a citation for panhandling.

During this time, PFC Alamia had run the tag on their vehicle through NCIC/GCIC. The tag was [REDACTED] through Georgia and it came back to a 2011 blue Kia Sedona. It also had no insurance. PFC Alamia and I told Hasan he could not drive the vehicle due to it not having insurance. We made sure he understood this before we went to leave. As we were pulling away, Hasan had gotten into the van with his family and started to drive on Tamassee Ln.

I then made a traffic stop on the van and had him pull it out of the way of
