On Sunday February 18, 2024 at approximately 21:42 hours I, PFC Falcitelli, was dispatched to 5 Government Plaza (Rome Police Department) in reference to a subject possibly trying to break into the building. En route I was advised that the E911 operators could clearly hear the loud banging through all three floors of the building and that a male subject was yelling loudly.

Upon my arrival I observed a subject (identified as Eugene Poole) banging on the locked glass door of the building as it was past business hours. Earlier Mr. Poole had spoke with Sergeant Rast about his concerns that he was being followed with Mr. Poole stating he was going to leave the area for his safety. When Mr. Poole noticed me he stopped banging on the door and advised that he was still being followed by multiple subjects even though he had been the only person outside in that part of the city for over one hour.

While I was speaking to Mr. Poole he stated he had used his knife to strike the door, immediately removing it from his pocket as I instructed him not to. I immediately removed the knife from Mr. Poole’s grasp tossing it on the ground and detained Mr. Poole, and placed handcuffs on his person. Mr. Poole was asked if he needed to medical attention with him refusing saying he was not crazy. Due to Mr. Poole’s actions disturbing the public peace of the E911 operators and other personnel working within the building I determined him to be in violation of city ordinance 14-2 Disorderly Conduct.

At approximately 21:47 hours I placed Mr. Poole under arrest and searched him incident to arrest. At approximately 21:54 hours Mr. Poole’s bicycle and trailer were collected by PFC Gongwer and placed at the Rome Police Department for safekeeping. Mr. Poole was transported to and booked on citation at the Floyd County Jail for 14-2 Disorderly Conduct (03688). Backseat checked before and after transport.
