Officer finds 8 dead cats inside home Rome woman charged with animal cruelty·

FLOYD COUNTY, Ga. – A Floyd County Police officer arrested a 56-year-old woman at a Rome residence after discovering multiple deceased and neglected felines inside the home. The officer responded to a fight at the Club View Drive property on April 29, 2024, and met with a cleaning crew member, who explained that the suspect had been evicted.

He said that while he and his crew cleaned out the residence, Allison Moore Kelley and a male were present, gathering Kelley’s belongings from outside. He advised that they found dead cats inside.

The officer noted that the foul smell was overbearing upon entry, making it difficult to breathe. He found eight deceased kittens throughout the home.

Animal control arrived to assist, and four adult cats and one small kitten were discovered in the garage, which was filled with animal feces and garbage.

Animal Control personnel explained that the kitten was so tiny and neglected that they were not sure it would survive.

The police officer directed Kelley to turn around and place her hands behind her back. He informed her that she would face aggravated animal cruelty charges as he handcuffed her.

Kelley stated that the cats did not belong to her. She said they were “feral cats that just ended up inside the residence.”

The officer transported her to the Floyd County Jail, where she was charged with 14 counts of aggravated cruelty to animals.

On the above date and time I, PFC Wishart arrived at [20 BLOCK] Club View Dr in reference to a fight call.

Upon arrival I spoke with a hispanic male ([REDACTED]) that was apart of a cleaning crew that was hired to clean out the residence. [REDACTED] advised that Allison Kelley was evicted from the residence and she and another male were at the residence getting items from outside the residence that belonged to Allison. [REDACTED] advised that there were dead cats inside the residence.

I entered the residence, there was animal feces throughout the house and the fowl smell was overbearing that made it hard to breath inside the residence. While looking through the residence I found 8 dead kittens throughout the residence. Animal Control arrived on scene 4 adult cats and another kitten were found in the garage of the residence. The garage was filled garbage and animal feces. Animal Control advised the live kitten found was so small and not took care of that he did not know if it would live.

I gave Allison verbal commands to turn around and place her hands behind her back. I advised Allison she was under arrest for Aggravated Cruelty to Animals. I placed Allison in handcuffs, double locked and checked for fit. Allison stated the cats inside the residence were not her cats and that they were “feral cats” that just ended up inside the residence. Allison was placed in the back of my patrol vehicle, transported to Floyd County Jail and turned over to jail staff.
