On June 17, 2023, I responded to an unknown trouble at the intersection of Towne Lake Parkway near Eagle Watch Drive. Prior to my arrival dispatch advised there is a female who is unconscious with two flat tires. The caller believed the female is possibly impaired by an illegal narcotic.

Upon arrival, I was informed the female had been moved into the ambulance. I began speaking to her. I observed the vehicle’s two right-side tires were flat. Also, the front right rim was damaged. I began speaking to the driver, Jenna Stonecipher. She informed me that she was driving from her home to meet her husband. I asked what time did she leave, and she said about 8 am.

I asked Jenna if she had taken any medications today to which she stated “no”. She said she only takes Ibuprofen. I also asked Jenna if she had consumed any illegal narcotics and she said “no”. While speaking to Jenna I could see her pupils were extremely constricted and she was “on the nod”, which is a common result of narcotic usage.

I asked Jenna if she was aware that she was in a motor vehicle collision. She said she yawned and possibly felt she hit a curb. I spoke with EMS on scene and they informed me that Jenna was asleep when the caller approached her and woke up when they said they were going to call law enforcement.

Fire and EMT personnel on the scene stated she told them that she took Xanax. I asked Jenna if she knew she was asleep at all prior to our arrival and she said “no”. I asked Jenna if she was willing to perform the standardized field sobriety evaluations and she said “yes”.

I performed the Horizontal Gaze Nystagmus Evaluation and observed no clues. I demonstrated and explained the walk-and-turn evaluation. Jenna said she understood. She took off her sandals and performed barefoot. I observed the following:

I had Jenna perform the one-leg stand evaluation. I demonstrated and explained the evaluation. I observed the following:

I performed the Lack of Convergence evaluation on Jenna and observed Jenna’s eyes’ convergence on the stimuli. I then performed the Modified Romberg Evaluation. I demonstrated the evaluation. I observed the following:

Eye Lid Tremors
Swaying (back and forth)
Time estimation slowed (1 minute in total)
Jenna had difficulty following the instructions of counting in her head or tilting her head back.

Given the “less safe” driving leading to the accident and the results of the field sobriety evaluations, I determined she was an impaired driver. I placed her under arrest, handcuffing her behind her back. I told her she was under arrest for Driving under the Influence. I placed Jenna in the rear seat of my marked patrol vehicle.

I read her the Georgia Implied Consent Notice for Suspect Age 21 or over asking for a sample of her blood and she agreed. While searching the vehicle, a yellow bag was located in her purse. Inside the purse, there was a yellow straw. Inside the straw was a white powder-like substance. The straw was a bendable straw and had been cut short.

Also present was a small razor blade with slight powdery residue. There were several prescription bottles for anti-inflammatories and antibiotics identified by EMTs on scene, and an inhaler, but no Xanax was located. I transported Jenna to station 11 for the blood draw.

EMS [REDACTED] performed the blood draw and sealed it in a GBI Blood/Alcohol Toxicology kit. I transported Jenna to the adult detention center and transferred custody to the deputies in the facility without incident. Once Jenna exited my patrol vehicle I checked the back seat for any illegal contraband and none was found.

She was checked by detention personnel for any contraband, and none were located. Jenna was charged with Driving Under the Influence of Drugs and Weaving over Roadway. The blood kit was placed into evidence. Deputy R. Williams conducted the inventory of the vehicle.
