On 04/14/2024 at 0706 Hours, City Units were dispatched to [200 BLOCK] Marvin Ave about a man screaming and acting erratic in the rear parking lot. I was familiar with Jeremy Rich for a call there the day before being a call very similar in nature.

Upon arrival, I met with Jeremy, who was talking very fast and not making sense, at one time bowing his head toward me and telling me to shoot him. I know this was not normal behavior for him as I have dealt with him in the past. He advised he could not afford his medication and had not been taking it. I had Ems en route to our location to check on Jeremy when they arrived on the scene, he was not cooperative with them and ran away from us toward Ramey St.

We did make contact with Jeremy on Kelly Street which at that time his mental state had changed, showing signs of aggression and clenching his fist and he was yelling at officers for us to arrest him in a loud and boisterous manner before he began running again. Jeremy did turn right and began walking southbound on Hwy 27. I was driving alongside him telling him to stop and talk with me and that he was not in trouble, but he could not keep acting this type of way telling us to arrest him. It was clear that Jeremy was having a mental health crisis and that he was becoming a danger to himself and others

He then walked into the parking lot of the Family Dollar on Commerce as we pulled in at that time he was ordered to stop. He then failed to obey a lawful command and ran behind Family Dollar as Lt. Cox gave chase, I went to the other side and as he ran toward me, I ordered Jeremy to the ground. He was placed in handcuffs and transported to jail without incident.
