On August 31, 2023, at approximately 19:14 hours, I, Officer Cano, was dispatched to the area of Dallas Highway at Tanner Hospital in reference to a white male wearing a white t-shirt and shorts jumping in front of cars. As I travelled on Dallas Highway north, I observed traffic near the intersection of Bolijeri Boulevard travelling northbound going into the opposite lane of traffic to avoid something in the roadway.
