On 04/08/23 at approximately 0535 hours I responded to Central Ave. just east of Whitehall Church Rd in reference to a single vehicle accident with injury. When the call was being dispatched I was advised the driver was out of the vehicle but was claiming he was unable to move one of his legs.

Upon my arrival I could clearly see the vehicle had been traveling West on Central Ave and as it went around the curve at Central Ave and Whitehall Church Rd the driver lost control. The vehicle began to fishtail and when the driver attempted to correct the fishtail he over corrected and this caused a fishtail in the opposite direction.

The vehicle slid sideways, then went across the East bound lane and then hit a brick mailbox in front of [5900 BLOCK] Central Ave and ended up in the ditch. When the vehicle hit the brick column the loose bricks struck the black iron fence damaging the fence.

When I got out of my vehicle I went and checked on the driver which was later identified as being Austin Campbell. By the time I arrived he was sitting on the tailgate of a pickup truck belonging to someone that stopped to check on and assist the driver.

I asked Mr Campbell if was hurting anywhere other than his leg and he advised he was not. Other than being able to see he was in pain he seemed to be heavily under the influence of something. As I continued to speak with Mr Campbell I could smell an odor of an alcoholic beverage smell coming from his breath.

I asked if he had been drinking and he advised he had not. Being able to smell the alcoholic beverage smell I had Mr Campbell blow on the alka-sensor and his roadside breath test indicated a BAC of 0.07 grams of alcohol in his blood stream.

Being under 21 years of age this sample put him over the legal limit of 0.02 grams. Even at a 0.07 grams he appeared much more impaired than one would appear at that level.

At this time EMS had arrived and the EMTs had began assessing Mr Campbell’s injury. After Mr Campbell was loaded in the ambulance I read him the Georgia implied consent notice for suspects under 21 from the green card and requested a blood test.

Mr Campbell advised he would consent to a blood test. Shortly after reading him the implied consent notice he was transported to the memorial satilla health emergency room to be treated for his injuries.

I cleared from the accident scene and responded to the emergency room to collect a blood sample to be sent to the GBI crime lab. I advised Mr Campbell he would be receiving a couple of traffic citations regardless of the results of the results of the blood test.

I advised him I was going to wait on the results of the blood test before issuing any charges. I got a good phone number for him and his mother and cleared from the call.

Photographs were collected from the crash scene and a blood sample was collected to be sent to the GBI crime lab.
