On Tuesday March 5 2024 approximately 1131 hours I Deputy Baltimore was Dispatch to 4700 Hartley Bridge Rd (Circle K) in reference to a Disorderly/Fight.

I met with Ms. [WITNESS #1] who stated that there was a white male subject walking around the property harassing customers by walking up to them and stopping them from getting into there vehicles yelling profanity and vulgar launguae towards them and also swinging a hammer around.

She also stated that he seems to be under the influence of alcohol or narcotics by the way he is acting, she stated the subject was on the side of the building sitting and an unknown person was talking to him to keep him calm. She also stated that he walked up to a group of kids placing them in fair when one of the youths stated they were scared and they did not know the subject and he had a hammer in his hand.

When myself and Cpl Stokes made contact on the side of the building we could smell the alcohol coming off of his person, he was very unstable, with glossy eyes while trying to communicate with us. He was asked for his name multiple times until he finally gave it to us as Mr. Shawn Gaines [REDACTED BY AGENCY] he was ran threw NCIC and it came back that he had at least 9 10-99 out of Arkansas, they were un able to be verified do to it being out of town.

After calming Mr. Gaines down he went and got 2 can of bears from behind the trash and drank them, and he also went and got his tool belt with items that can be used as weapons. I immediately confiscated his belt from him, when it was known that he did not have any weapons on him, I continued to talk to him to keep him calm and then I was able to place him in custody and put him in my patrol vehicle.

Video footage was not available and he was removed off the property with no further issue he was then transported to the Bibb LEC without incident.
