On Sunday June 4 [2023], at approximately 0003 hours, I was traveling North on Joe Frank Harris Parkway, approaching Martin Luther King Jr Drive (in the right lane). A small silver passenger car approached me in the left lane, traveling in the same direction. The vehicle had its high beams on and did not dim them. As I was traveling at the speed limit (45 MPH), the car passed me.
The vehicle swerved into the gore area of the left turn with both driver side tires completely crossing into the gore. The vehicle (a 2014 Kia Forte Ga tag) then moved back to the proper lane before a hard stop at the red light of J F Harris Pkwy at M L King Jr Drive.
At the traffic light, the light turned green and the vehicle did not proceed until the vehicle behind him honked their horn. The car started again and accelerated at a quick pace. The vehicle drifted to its left but did not cross the left solid line.
As the vehicle approached the left turn lane from M L King Jr Drive to Center Road (Mockingbird Drive), the vehicle again drifted across the solid left fog line and into the grass.
I got behind the vehicle and activated my vehicle’s emergency equipment, initiating a traffic stop. The vehicle slowed down but kept moving until coming to a stop on J F Harris Pkwy at Center Road.
