On Monday May 29, 2023 at approximately 1804 hours I was dispatched to [200 BLOCK] East Felton Road in reference to an unknown problem. Upon arrival I made contact with the patient Mr. James Mullinax who was awake and alert.

Mr. Mullinax advised fire personnel he was asleep. Fire personnel assisted Mr. Mullinax out of his vehicle where he kept turning his back to them and kept placing his hands in his pockets.

Mr. Mullinax retrieved something from his pocket and had it concealed in his hand. Mr. Mullinax sat in a chair next to his truck and I observed a clear plastic bag in his hand.

I asked Mr. Mullinax what was in his hand. Mr. Mullinax attempted to conceal the item between his legs. I observed the plastic bag had a white substance inside and retrieved it from Mr. Mullinax.

EMS asked Mr. Mullinax what the substance was and he advised the white powder substance was cocaine. I produced a cocaine field test kit and tested a sample of the substance. The substance provided a positive result for the presence of cocaine.

Mr. Mullinax refused any medical help on scene. Due to Mr. Mullinax not showing signs of a medical emergency I placed Mr. Mullinax under arrest for possession of cocaine.

I placed Mr. Mullinax in handcuffs behind the back double locked and checked for proper fit. Mr. Mullinax was searched incident to arrest and no contraband was located. Mr. Mullinax was placed in the rear seat of my department issued marked patrol vehicle and transported to the Bartow County jail where he was released into their custody without further
