On Wednesday, 041024, at 1110 hours, I, Deputy Sudiran Soosaipillai, responded to [500 BLOCK] Delano Street in reference to a suspicious vehicle fire.

Upon arrival, I spoke to the AFD who advised they were told by the neighbor across the street (Mr. [WITNESS #1], witness) that the female who lives in the house, Ms. Veronica Nealious (arrested) set the fire in the bed of a 1994 white Dodge Ram pickup (CA. VIN [REDACTED]). AFD advised me that Ms. Nealious was driving a silver Ford Focus with a black body trim stripe up the side. I observed that Ford Focus at the corner of Lawton Street at Delano Street at 1157 hours and performed a traffic stop. I detained Ms. Nealious and read her Miranda off my pocket card. She agreed to speak to me. I advised her “I knew she started the fire, but just wanted to know why”. She stated “I ain’t gonna say why. It’s a whole lotta things.”

I noticed her vehicle smelled strongly like gasoline. I saw a clear, glass, mason-type jar in her passenger center cupholder which was obviously full of gasoline. Ms. Nealious stated the gas was for the lawnmower. She also stated she was not a smoker. I found a translucent purple cigarette lighter in her scrub top pocket. It was functional. I further located two functional lighters in her purse (search incident to arrest) and collected all three lighters on Property Receipt # 324648 and turned them in as evidence. AFD Arson Investigator Kenneth Jackson ARSON2 responded to collect evidence and take photos under AFD Arson case # 24-006630.

Investigator Chris Brown 745 responded. He questioned Ms. Nealious and she admitted to him she started the fire. I spoke to Mr. VICTIM #1 who stated he believes Ms. Nealious was angry because he told her to be more financially responsible for herself and he was not going to give her money anymore.

I arrested Ms. Nealious for Second Degree Arson and committed her to The Charles B. Webster Detention Center. The Waiver was transmitted, electronically, to the Booking Desk and to the Records Division. The subject was searched for weapons and contraband prior to transport to CBWDC. The back seat of my Patrol Vehicle was also searched prior to the subject entering and after exiting. The warrant was applied for and obtained by myself. It was sent to CBWDC by Ms. [REDACTED] D208 in the Records Division.
