On February 25, 2024, I was dispatched to the area of Valley View Drive in reference to a family fight. Upon my arrival, I noticed the offender standing in the front yard of the residence, and I also observed the victim, [VICTIM #1], running away from the residence.

I then spoke to Jesse, who stated that he and [VICTIM #1] had been arguing for the last two days because [VICTIM #1]’s son was disrespectful towards him. Jesse stated that he had been out with his friends and [VICTIM #1] had been out with her friends, and they both had been drinking. Jesse stated that around 0100 AM, the father of [VICTIM #1]’s kids had called her as they were talking. Jesse then stated that [VICTIM #1] had barricaded herself in the room, so he used a knife to get in the room. Jesse stated that he only used the knife to get in the room and didn’t use it on her, and he didn’t know what happened to her hand.

I then spoke to [VICTIM #1], who stated that she and Jesse had been fighting since the previous night. [VICTIM #1] stated that the next morning Jesse was still going at it, so she decided to leave, went to her mother’s house, and then went out with friends to leave the situation. [VICTIM #1] stated that when she came back and she and Jesse were trying to talk about the argument that had been going on with her kids, her father texted her. [VICTIM #1] stated that when his son’s father texted her, Jesse flipped over the reclining chair she was sitting in.

[VICTIM #1] stated that Jesse became irate, so she told him you can stay here and I will leave, but Jesse kept getting in her face, telling her, “Sit your a*s down.” [VICTIM #1] stated that she was able to go into her daughter’s room and push the dresser in front of the door. [VICTIM #1] stated that Jesse then used a kitchen knife to get inside the room. [VICTIM #1] then stated that when Jesse went into the room, he held the knife to her face, got her phone, and was demanding that she open her phone. [VICTIM #1] stated that Jesse, while still holding the knife to her, was stating, “Who did you call? Unlock your phone, and did you call the police?”

[VICTIM #1] stated that she didn’t unlock her phone because she had texted her son to call the police and send them to the house. [VICTIM #1] stated that Jesse then made her sit down and stated, “If you called the police, I’m going to slit your throat when they pull up.” [VICTIM #1] then stated that she was able to grab her phone and make a run out the backdoor. [VICTIM #1] stated that Jesse took off after her, caught her by the side of the house, and began trying to snatch her phone out of her hand. [VICTIM #1] stated that as Jesse was snatching the phone out of her hand, she was cut on her left hand from the case on her phone.

I then spoke with Jesse again and asked if he had [VICTIM #1]’s phone, and he stated yes and that he had gotten it off the banister. Jesse stated he did ask [VICTIM #1] if he called the police when she came out of the room. Jesse also stated that [VICTIM #1] did leave out the backdoor, and he just so happened to go behind her, but he never grabbed her.

When I went into the residence, I was able to see that the dresser in the room [VICTIM #1] had stated she hid in was off the wall and in front of the door. I was also able to see the knife laying on top of the stairs.

Jesse was placed under arrest. I placed handcuffs on Jesse, checked them for fit, double-locked them, and notified my supervisor. Jesse was escorted to the back of my patrol vehicle, searched, and placed in the back. I then transferred Jesse to the New York County Detention Center. At the detention center, I placed my duty weapon and magazines in the trunk of my vehicle, and Jesse was turned over to Sgt. Ramsey of the detention center.
