On June 12, 2023, I was on routine patrol on Highway 72 West traveling east bound near Lem Edwards Road. I observed a vehicle traveling westbound meeting me with only one head light illuminating. Driver side head light was not illuminating any light. I maneuvered my patrol vehicle around to catch up to the listed vehicle.

Once I closed the distance, I observed the vehicle to be a Kia Forte bearing Georgia tag [REDACTED]. I activated my emergency blue lights to initiate a traffic stop for the equipment violation. I exited my patrol vehicle walking to the rear of the listed vehicle, I observed five occupants inside the vehicle that were looking at one another and throughout the vehicle.

I gave commands for the driver to exit the vehicle and walk to the rear of my car, for officer safety. The driver, later identified as Christopher Chandler, complied with all orders. Once at the rear of the vehicle, I advised Chandler the reason for the stop, he stated he was aware the headlight was out and hasn’t had time to fix it.
