On 01/03/2024, I was dispatched to Dames Ferry Elementary in reference to adults figting in the parking lot.
Upon arrival, I observed Joseph and Jacqueleine Person standing in front of the vehicle belonging to [VICTIM #1]. [VICTIM #1] was in the car with her children and stated “she hit me, may I leave?” Joseph and Jacqueleine are the grandparents of the three children and believed [VICTIM #1] to be “stealing the children.” I was aware of the situation with [VICTIM #1] contacting the crisis line and getting a T.P.O against the father of the three children. [Joseph] and Jacqueline are the parents of the childrens father.
I instructed Joseph to move from the front of the vehicle and [VICTIM #1] left the scene. I then spoke with the two about laws in Georgia and that she was not stealing the children, she has the right to them and they, as grandparents, do not. The two became more aggressive and were instructed to leave the premises at this time. The two began to ask about how to file assault charges on [VICTIM #1] and I explained the school has cameras and I would be watching it as soon as they left. The two then left the scene without issue.
I then went inside with the principal of Dames Ferry, [REDACTED], to watch the security footage. At approximately, 2:00 pm, [VICTIM #1] can be seen entering the building to pick up her two children ([REDACTED BY AGENCY]). As she walks back to her car and is loading the children into the vehicle, a bright blue Ford comes into view and parks directly in front of [VICTIM #1] to block her in. Jacqueleine then exits her vehicle comes around to [VICTIM #1] vehicle, and grabs the hand of one child ([REDACTED BY AGENCY]) and puts him in her vehicle. [VICTIM #1], who was on the passenger side of her vehicle, with the smallest child ([REDACTED BY AGENCY]) in her arms runs around the back end of her car to try to stop Jacqueleine. Joseph exits the vehicle and the three of them go out of view of the camera.
Though out of view, I can see Jacqueleine’s car rocking and the back door being pushed open and closed as if they are fighting with the door of the vehicle to get [REDACTED BY AGENCY], who is now inside of Jacqueleine’s car. [REDACTED BY AGENCY] who was put down during the struggle is then pulled by Jacqueline with [VICTIM #1] attempting to stop her and Joseph pulling [VICTIM #1]. [VICTIM #1] is pulled to the ground by Jacqueleine who is then seen picking up [REDACTED BY AGENCY] by the arms and putting him inisde her passenger side back seat. After a brief struggle with the adults on the driver side, the smallest child [REDACTED BY AGENCY]) emerges from Jacqueleines back passenger seat and gets back into his mothers vehicle.
[REDACTED BY AGENCY] then emerges from the driver side of Jacqueleine’s car and runs to the driver side back seat of [VICTIM #1]’s, and gets in shutting the door behind him. [VICTIM #1] is then seen running from Jacqueleines car back to her own. [VICTIM #1] then enters her vehicle with Jacqueleine running behind her. As soon as [VICTIM #1] gets in, she locks the door, and Jacqueleine attempts to open the back door where [REDACTED BY AGENCY] is. [VICTIM #1] then puts the car in reverse and almost hits the vehicle behind her, at that time Joseph and Jacqueleine stand in front of her vehicle not allowing [VICTIM #1] to leave. It then shows law enforcement getting on scene.
Although both parties claimed to be assaulted, no punches can be seen thrown on video along with no marks (bruising/redness/swelling) were seen while on scene.
Warrants were secured for Jacqueleine Person for Simple Battery under the Family Violence Act, Disorderly Conduct, three counts of Cruelty to Children in the Third Degree, and Two counts of Interference with Custody.
Warrants were secured for Joseph Person for Two Counts of Interference with Custody.
A search warrant will be secured for the video footage provided by Dames Ferry Elementary.
