On July 9, 2023 at approximately 00:03 AM, I was traveling north on N. Wall St. near Hood St. in a marked police vehicle. I observed a gray Ford escape SUV with Georgia tag [REDACTED] traveling in front of me. The brake lights of the SUV appeared to be malfunctioning due to them staying illuminated as the SUV was traveling on the roadway.
