On 07-16-24 at approximately 0618 hours I was dispatched to the area of Shorter Ave at Coosawattee Ave in reference to a suspicious person. The witness, [WITNESS #1], advised dispatch that a white male with long hair wearing a yellow shirt was running down the sidewalk toward the Circle K with a pistol in his hand. Mr. [WITNESS #1] advised that the male was attempting to hide the pistol in his pants while walking away. He advised that he did not know what the male was up to but since he had a firearm out and seemed frantic, he thought he was up to no good.

Upon my arrival, I searched the area but could not locate the male subject. PFC Jackson then advised me that he had located the subject and was out with him at Cheers Liquor (2121 Shorter Ave). As I arrived, PFC Jackson pointed to a Springfield Armory XDS 9mm handgun on the ground and advised that he observed the male, later identified as Richard Brewer, with the handgun in his hand. The handgun had a loaded 5 round magazine with 1 round in the chamber. I then asked Mr. Brewer what he was doing running around with the handgun in his hand. He advised that he was being chased by people and had the handgun out for his protection. I then asked if he needed EMS or to go to the hospital for anything and he advised that he did not want to go to the hospital.

I then advised him that the reason we were speaking with him was because someone had called about him running down the road with a handgun. I advised him that he was causing panic and alarm by doing that. He then advised that he was just an old man who makes bad decisions.

The handgun and magazine were collected and submitted into evidence for safekeeping.

Mr. Brewer was then placed in handcuffs that were double locked and checked for fit, searched, placed in the rear of my patrol vehicle, and then transported to the jail for booking.
