On June 2023 while on patrol on Ga. Hwy. 119 north in Effingham county Georgia I observed a black 2006 dodge Ram travelling north. The vehicle matched a truck that a wanted person drives that ATF has a warrant on. Donald Plemmons is the wanted person. I got behind the vehicle just north of Mock Road. The vehicle had a Georgia tag of [REDACTED]. GCIC/NCIC showed the tag came back to Reginald Abbott. Mr. Abbott has a suspended Georgia driver’s license and is coming back wanted out of Effingham, Bryan, Chatham and an out of state agency.

I activated my emergence lights and siren at Ga. Hwy. 119 and Priester Road. The vehicle failed to pull over. I notified dispatch that the vehicle is still travelling north on Ga. 119 and not stopping. I observed the vehicle drift over the center yellow line several times. I notified dispatch that I’m now in a vehicle pursuit. As we approached Fair Street the driver put the right turn signal on and slowed to a speed in the mid 40’s.

The vehicle continued travelling north. As we passed Marion Ave. in Clyo Georgia we were in a straight area in the roadway. There was no oncoming traffic. I conducted a successful driver’s side precision immobilization technique. The vehicle came to a rest. At this time we transitioned into a felony stop. The driver was taking into custody without further incident. I secured him in double locked handcuffs.

While placing cuffs on the driver I could smell a strong odor of an alcoholic beverage on or about his person. He was searched incident to arrest and secured in the rear seat of my patrol vehicle. The driver is identified as Mr. Reginald Abbott.

I called for next list wrecker and for Georgia State Patrol to be enroute to my location. During the inventory of the vehicle two bottles of vodka was located in the driver compartment of the truck. One of the bottles was opened and half full. Upon arrival of the Trooper Byrd, he completed an accident report and charged the driver with DUI. His case number is DPS143793.

Mr. Abbott’s driver’s license is suspended for failure to appear. Dispatch advised Bryan County Georgia placed a hold on him for their warrant. I issued four citations. Both vehicles appeared to have minor damage.
