On February 9th Officer Wilson and I responded to a call about two males shooting a gun on C St when we arrived on the scene we heard two gunshots on Sixth Street around building [REDACTED]. As I turned my patrol car around I saw a subject wearing a black hoodie and sweat heading towards the back of Apartment [REDACTED]. As I approached the back of apartment [REDACTED] I asked the subject to stop and come back while doing so another male came from the back who was later identified as Lorenzo Barakas Johnson I asked him to turn around and show me his hands. The other subject did not listen to lawful commands and fled on foot. The subject was later identified as [REDACTED]. Lorenzo stated it was him and his son [REDACTED].

I made Lorenzo aware he was being detained. Lorenzo had a strong odor of alcoholic beverage emitting from his breath and appeared to be impaired. He had slurred speech and a very flushed face. His eyes appeared to be bloodshot and glossy. I escorted Lorenzo to the car where Officer Wilson began to speak with him. I searched around the housing area for the subject in all black but was not able to locate the subject. Officer Wilson advised me that he smelled a strong odor of alcoholic beverage emitting from his breath. Officer Wilson advised me that Lorenzo uttered on his own that he walked from the barbershop on 6th Street up to the residence of [REDACTED] 6th Street on the roadway. Officer Wilson advised Lorenzo would be under arrest for pedestrian under the influence.

After the decision was made to arrest Lorenzo based on him being intoxicated in public walking on the roadway he became aggressive and began to use racial slurs toward Officer Wilson and myself. Lorenzo refused to get in the patrol car and had to be pulled into the backseat obstructing officers from doing their lawful duties. Lorenzo refused to listen to several lawful commands. While attempting to place Lorenzo in the back of the patrol vehicle he was very irate and used profane language towards officers that would partaken as fighting words. He was being loud and boisterous and disturbed the peace and tranquility of the neighborhood.

On the way to the jail, Lorenzo remained irate and continued to verbally assault me OFC Wilson using racial slurs and vulgar language. When we arrived at the jail while walking him into holding Lorenzo stated that he would spit in our faces while he attempted to close the space between himself and me. Throughout the booking process, he remained unruly so much so we had to place him into the restraint chair.

I went back into service without any further incidents.
