On 07-26-2024, I, Deputy Bell, was dispatched to a subject chasing juveniles with a metal pipe at [70 BLOCK] Back Penn Rd. I arrived on the scene with CPL. Wilks SO06 and Deputy Ellenburg SO18.
I was met by the juvenile, who had been assaulted, and I took her to the side and spoke with her. The juvenile stated that she was visiting with her cousin Jonathan Keith Blackmon when he got mad with her when she wanted to go to her best friend’s house because he hates them and put his arm around her neck like a choke hold and left visible redness on her right side of the neck. The juvenile stated that he then grabbed her arm, and Blackmon left redness on the right arm. The juvenile stated she started to run to her best friend’s house to get away. Other juveniles ran from Blackmon, including his juvenile son, and were picked up by other family members with Cpl. Wilks SO06 standing by. The juvenile stated that she lives on Martin St and not with Blackmon.
Deputy Ellenburg and I went to [90 BLOCK] Rail Road Cir, Blackmon’s house, where this all occurred when we saw him walking up the street. I got out of my patrol car and placed Blackmon in handcuffs under arrest. I placed Blackmon in the back of my patrol car and transported him to the Chattooga County Jail. On the way to the jail, Blackmon stated all he did was place his hands around the juvenile’s stomach and continued to be irate.
