On 05/28/2023 at approximately 0549 hours, I observed a blue Ford F250 (Georgia Tag: [REDACTED]) traveling on North Jefferson Street. While traveling behind the vehicle I observed the vehicle fail to maintain its lane by crossing over the center line. The vehicle then stopped in the roadway at Jefferson and Dunlap Road.

I activated my emergency equipment and attempted to conduct a traffic stop. I made contact with the driver who was later identified by his Georgia Drivers license as Jacob Hutto. While speaking to Hutto I began to detect the odor of alcohol emitting from Huttos breath and the passenger compartment of the vehicle. I asked Hutto to step out of the vehicle and was able to observe he was very unsteady on his feet. Due to the odor of alcohol and Huttos physical manifestations I began to medically qualify Hutto for field sobriety.

The first evaluation administered was the Horizontal Gaze Nystagmus. During this evaluation I observed 6 of 6 clues.

The next evaluation administered was the Walk and Turn. I explained and demonstrated the evaluation to Hutto. I asked Hutto if he understood and he stated that he did. During this evaluation Hutto missed heel to toe, stepped off line and raised his arms. During this evaluation I observed 3 of 8 clues.
