I Ofc Sullivan arrived on 07/20/2024 to 2697 Glynn Avenue (Sea Breeze Motel), in reference to a Domestic.
I spoke with [VICTIM #1]. [VICTIM #1] advised she had been strangled by Angel Concepcion, her husband. According to [VICTIM #1] Angel had been drinking and gotten angry. Angel had chosen to take his anger out on [VICTIM #1] by strangling her around her neck with his hands to the point [VICTIM #1] had lost consciousness. When She woke up she immediately left the room to get away from Angel. [VICTIM #1] had no clear apparent injury to her neck. [VICTIM #1] advised that there have been way too many previous domestic complaints and a no violent contact order between the two. I gave [VICTIM #1] a Victims Bill of Rights pamphlet and a case number. I explained to her the resources in the pamphlet.
I then arrived at 1919 Glynn Avenue (Dollar Tree), to meet Angel. Cpl. Wilson had Angel in investigative detention. I attempted to speak with Angel about the altercation with [VICTIM #1]. Angel would not say anything beyond that he had left 2697 Glynn Avenue. Angel did have scratch marks on his face and neck.
I am familiar with the relationship of Angel and [VICTIM #1]. Multiple calls have been reported about the two having fights that do get physical. In the previous calls Angel has been the repeated Primary Aggressor.
I placed Angel under arrest and placed him in handcuffs, double locked and checked for tightness. I searched him and secured him in my patrol vehicle. I did not find anything of concern on Angel prior to transport to the Glynn County Detention Center.
I arrived at the Glynn County Detention Center and booked Angel in for Aggravated Assault OCGA 16-5-21. Angel was then handed over to detention center staff.
